[Payments] Missing placeholder after removing all items from the filter

    Description

      Steps:

      1. Go to Payments
      2. In status filter select some options.
      3. Click Apply.
      4. Remove selected options by X button.

      Result: Missing placeholder.

      Note: The same occurs for all mulivalue dropdowns in the system.
