Object States are currently missing InMemory cache handler implementation, therefore it might create a big overhead and unnecessary calls to SPI cache.

Steps to reproduce
1. Clean installation of eZ Platform v2.5 or Ibexa DXP v3.2/v3.3 ruining in dev environment.
2. In backoffice change Content\Read policy of Anonymous by adding Limitation:

• State: Lock:Locked, Lock:Not locked

3. Open homepage `/` as Anonymous user
4, Open the last request in Profiler, go to cache tab.

Result
You will see multiple entries for ez-state-group-all
