Steps to reproduce:

1. Create a Taxonomy tag inside the default Content Tree.

Result:
The menu seems to be broken, Tag is visible both in the Content Tree and Tags tree. URL Aliasing for such a Tag is also not optimal.

Expected result:
Creating a Taxonomy entry shouldn't be possible outside of a tag's parent location. It should be removed from the Content Type choice list and handled on the API level.
