Steps to reproduce:

In a clean verison of DXP, edit the landing page content type and add a rich text field.

Create or edit an existing landing page content

click in the rich text field you have added

you will notice no toolbar (no WYSIWYG menu)

Expectation

You should see the rich text toolbar menu
