A creation date of Shipment for just created order uses different timezone.

Steps to reproduce on Commerce 4.5 instance:

1. Make sure to use timezone different than UTC for your server instance (PHP and database - not sure ATM which one affects that).
2. Configure instance to be able to order a product (regions, vat categories, sample product type, sample product)
3. Make an order. It will create both an Order and associated Shipment
4. Go to AdminUI > Commerce > Orders

Actual behavior

Observe that the date of created order and its shipment are shifted. Shipment uses UTC, Order uses current timezone.

Expected behavior

Both dates are aligned. Dates should be stored in UTC/without timezone. The timezone in AdminUI Order view should be either displayed as UTC or adjusted according to client browser settings (and/or User settings if applies).
