User can delete field definition block in translation, which affects source language product/content type

Steps:

1. Go to Content type / Product type
2. Choose exact type 
3. Go to translations tab
4. Add translation
5. Delete block in field definition
6. Save
7. Go to source type
8. Block is deleted

Actual:

User is able to delete blocks in translation, but can't add them (only hover works).

Expected:

User is not able to delete or add blocks in translations.

X should have disabled state.

Disabled items should not have hover state.
