User can add fields while editing Content/Product type in translated version

Steps:

1. Go to Content type / Product type
2. Choose exact type 
3. Click edit translated version
4. Add field definition block by clicking on drag icon
5. Blocks are added to fields definition
6. Save
7. Go to source type
8. Block is deleted without translation

Actual:

User is able to add blocks while editing translation by clicking drag icon (drag&drop does not work).

Expected:

User is not able to add blocks in translations by any way.

X should have disabled state (user should not be able to delete blocks added in source type).

Disabled items should not have hover state.
