Steps to reproduce:

1. Go to the "Root" tag of Tags taxonomy.
2. Click on the "Content" tab and assign any Content to it.

Result:
The Root Tag is assigned to the chosen content.

Expected result:
the Root Tag shouldn't be allowed to be assigned to any content.
