Steps to reproduce:

1. Create a new Content Type with the following fields:

• Text line (required, non-translatable)
• Text line (not required, translatable)

1. Create two additional languages, for example, German (ger-DE) and French (fre-FR).
2. Create a new content of the newly created Content Type with random values at two mentioned fields.
3. Open a second tab in a browser with the same content.
4. On one tab translate content to ger-DE and on the second fre-FR but do not publish it yet.
5. Do not change any values and publish them together (one after another).

Result:
One translation is missing (if one published fre-FR last, ger-DE translation is lost).

Expected result:
No translation is lost.
