As a user I want the UI of Dashboard to be visually appealing and aligned with the overall design language. 

Steps: Go to Dashboard.

Task:

1. Update "Banner" (new design) and action X (hide banner)
2. 
   Banner:
   • is displayed when user doesn't have customized dashboard until is closed by user (will never be displayed again, user has an option to customize by "More" button)
   • should not be diplayed after customization of dashboard
     So basically it is shown only before customization if user didn't close it.
3. Date displayed under Welcome message - to remove
4. No borders (strokes) in blocks (excluding "old" blocks: My content, Review queue, Common content)
5. Different dashboard background color
6. Welcome bar changes - add graphic
7. New actions in More button (right top corner) - Customize dashboard (default dashboard before customization), Edit My dashboard (user's dashboard, action name containing unique dashboard name)
8. For active Default dashboard, when user's dashboard is already created, there will be no action (recommendation: hide button, not delete)
