Steps:

1. Go to Admin/Dashboards.
2. Click Create content button -> Result: CT list is narrowed down to Folder and Dashboard.
3. Click Create in content tree. -> Result: All CT are displayed in the popup.

Expected result: List should be consistent in both places, creation in the content tree should be narrowed down to Folder and Dashboard.
