Steps:

1. Create new content which contains RichText field, e.g. Folder.
2. In RTE add bulleted/numbered list.
3. Add anchor to the list.
4. Publish
5. Go to the edit mode

Actual result:

After editing the published content, the anchor is not saved.

Expected result:

Anchor is saved.
