Steps to reproduce:

• Go to the Admin Panel section in PlatformUI
• Next, go to one of the tabs excluding Users
• From there if you click on Content -> Content structure link is not working.

Other links in Content bar, like Form Manager or Media library, works properly.
This situation happens because last part of URL is missing. If you add 'eng-GB' by hand after slash at the end of URL in browser address bar everything will work as expected.
