Steps to reproduce:

1. Set preferred timezone to America/Newy York (every timezone that is not UTC will work)
2. In Page Builder edit mode add Content scheduler,  in Schedule tab set Reveal set date to some date in the future (ie with time 16:30), save block
3. Expand timeline
4. Hover over added event, Date in tooltip has wrong date (for given example it will show 10:30 instead of 16:30, which means it show date in UTC timezone)

Expected behaviour: shows date in correct timezone

Actual behaviour: shows date in UTC timezone
