Goal: display only actions that make sense for a Dashboard and will not cause confusion for the user

Expected:*

1. Close (*if Discard will not be added in Page builder)
2. Publish - saves the edited dashboard and replaces the previous dashboard in Home
3. Save draft**
4. Delete draft**

*Other changes depend on changes expected and requested in the Page builder

**We should keep these actions, if we cannot resign from creating drafts for dashboards. But currently, Drafts of dashboards will be mixed with other content drafts in Content->Drafts and in the Dashboard-My content block
