Unable to send Content for Review

    Description

      It's not possible to send content for review.

      Steps to reproduce:
      1. Go to Content -> Content structure
      2. Create new Article
      3. Fill necessary fields
      4. Click "Send for review"
      5. Select "Administrator user"
      6. Click "Send for review"

      Expected:
      Content is sent for review

      Actual:
      500 ISE: 

       Attempted to call an undefined method named "newInstance" of class "Swift_Message". [in vendor/ezsystems/flex-workflow/lib/Core/SignalSlot/Slot/OnWorkflowUpdateSlot.php:273]
