Placeholder constantly changing state from hidden to visible while dragging a block in Page Builder.

Steps to reproduce
1. Create or edit a landing page with existing blocks.
2. Try to drop a block from sidebar on another block, but don't drop yet,
3. Try to position cursor on the border of block.

Expected result
The placeholder appears and stays active.

Actual result
The placeholder keeps appearing and disappearing a moment after.
