Cannot scroll window while dragging a sidebar block.

*Steps to reproduce*
1. Go to page builder edit/create mode,
2. Drag a sidebar block,
3. Try to move it to very bottom of page (the page should be scrollable).

*Expected result*
The page is scrolled down.

*Actual result*
Cannot scroll page while dragging.
