Even though Flex Workflow depends on Date Based Publisher, the Date Based Publisher codebase is tightly coupled by Flex Workflow which is a hidden cyclic dependency.

This issue needs to be resolved by either changing the direction of the dependency or moving code from DBP to FW.

Right now it can be solved safely for master branches only (for eZ Platform 3.0).
