Review notification is not generated for new item sent to design.

Prereq.: Set up workflow for articles with notifications for the Administrators user group for send to design transition:

Steps:

1. Log in to backoffice as admin.
2. Create article.
3. Send it to design for admin to review.
4. Check in View Notifications for new notification.

Actual: Notification is not generated.
Expected: New "Content is ready for review" notification is created with proper description and date.

Remarks: Does not affect 2.5.
