Based on the same approach that we took for skeletons, we can have user groups that are defined in "admin/site skeletons"

For instance, we can have the following structure
Sites skeletons

"Reseller users" user group will be copy under "Users"

Notes:

• A user should be able to configure more than one user group for one template.

  ez_platform_site_factory:
    templates:
      ez_conference:
        user_group_skeleton_ids: [59, 95]
  

• Configuring user group for skeleton by remote identifier should be possible, as in the case of a site skeleton.
• User group skeleton must not contain a user
• Information should be added to documentation about that a user should not set a limitation which depends on Location
• User group is not removed when a site is deleted
