Image Editor uses the same directory structure for its templates: themes/admin/ui/field_type/edit/ezimage.html.twig which collides with AdminUI and can override this file when bundles are in particular order. This isn't apparent in any meta installations because bundles are loaded in "correct" order but happens with flex where the order cannot be guaranteed.
