User is not redirected to the Dashboard after authentication in admin panel, Content view for the root Content Item is displayed instead.

Content, Experience and Commmerce flex editions are affected.

Steps to reproduce:
1. Open login page to the admin panel
2. Login as admin

Expected:
Dashboard is displayed

Actual:
Content view for root Content Item is displayed
