User should be able to see the Create button in the Insite view and Publish (Save draft/Delete draft) button when in creating/editing mode.
The button should be fully functional:

• when in Insite view:
  • a user clicks on Create button,
  • after clicking on the button, there should be displayed content creation options: Landing page & Content,
  • after clicking on the Landing page option, user should be redirected to Static Page Creator,
  • after clicking on the Content option, user should be redirected to Content Creation view in PlatformUI.
• when in editing/creating view:
  • a user clicks on a toggle button (arrow down),
  • there should be displayed a list of other available options: Save draft & Delete draft,
  • when user clicks on any of them the button label should update,
  • after clicking on the button user should be able to perform selected action (for now, only publishing the content should work; other actions should be just placeholders).
