We updated a site from 3.8.6 to 3.9.0 and have found that country sensitive tax rules no longer work correctly.

In our VAT Rules we have set that 10% tax applies to Australia, yet no matter what country the user has set in their user class the Shop basket always applies 10% and the Confirm order page always applies 0%.
