The workflow - event/multiplexer form includes a "Users without workflow IDs" select box. This incorrectly shows user groups that are in the trash (ie have been removed).

The template being used is: design/admin/templates/workflow/eventtype/edit/event_ezmultiplexer.tpl

Suggested behaviour needed:
(Same as existing, with objects in trash removed from the select box/list)

Steps to reproduce

1. Create a User group with a distinctive name.
2. Remove the user group (ie move to trash).
3. Go to Workflow and set up a new Event/Multiplexer.
4. In the "Users without workflow IDs" select box, the user group will be listed, even though it has been moved to the trash.

...I suggest this should not happen.

(Note that if the trash is cleared, then the extra user groups are no longer included in the form).

Only checked on version 3.9.0. Further implications/impacts not investigated.
