Every class has an option "Default object availability" which gives object ability to appear on site regardless of language correspondence.
But when new object is created, this option freezes and further changing this option in class editing does not take effect on already created objects no matter was it checked on or off.

So, in example, if this option is currently off and you want to create folder available for all languages no matter what language this object has, you have to edit object class first, turning "Default object availability" in needed state, and then to create object itself. And vise versa.

Steps to reproduce

1. Go to Setup -> Classes -> Folder (or any other class)
2. Notice "Default object availability" state
3. Create folder
4. Change "Default object availability" state.

Your just created folder "Default object availability" option will not change.
