The text is not readable in the setup wizard, problem with encoding?

    Description

      I started installing eZP 3.10 (trunk rev. 19606) and received non-readable page (see screenshot).
      The language in browser was set to Russian. When I changed the language in browser to English and restarted the setup wizard everything was ok.
