By selecting Eng, Ger and Nor languages during setup wizard you get a corrupted installation. Classnames are wrong and some classes are also missing.

Tested in 3.10.0rc1, but I guess 3.9.3 is also affected

Steps to reproduce

In set wizard

• On page "Language support", select English as Default + German and Norwegian(bokmal) as additional
• Select to install webin
• use Url based siteaccess (probably irrelevant though)
• Setup wizard will complete (but you'll notice that the "Package language options" step is skipped
  Then go to admin interface, you'll notice that many classes have got wrong names. They are called "always-available", see attached screenshots
