improve ezhttptool and use it in place of fopen($url)

    Description

      It would be nice if ezhttptool:

      • gained curl support in sendHTTPRequest()
      • gained support for proxies even when curl is disabled
      • gained support for NTML auth to proxies when using curl
      • gained support for more ssl auth options when using curl
      • was used as http 'engine' by soap client, rss feed import and everywhere else we do fopen at the moment
      • was used during ezP setup, allowing user to set a proxy to be used to download packages
      • merged code for sendHTTPRequest and getDataByURL

      Not using fopen allows the ezuser to have llow_url_fopen off, which is considered good security practice (especially on all versions where it included remote includes!)
