Weird thing that happens when, in php5, the old domxl extension from php4 is installed: the DOMDocument::loadXML method does not exist.
This produces a somewhat hard to troubleshoot crash in the setup wizard.
As it stands, this stupid extension is installed and activated by default in xampp installs for windows (stupid because, once you unload the dll, the standard php5 dom extension kicks in, as it compiled within the php core!)
