As mentioned by the issue reporter, changing the order in the INI file is a workaround in this specific case, but it's not a good solution because when you upload for example a .jpeg file you would expect getting a .jpeg file as download as well and not a .jpg. The right solution is IMHO also using the file name extension of the original fiile that was uploaded.
