Debug=enabled outputs comments in the html code even if debugbyuser is enabled, and, it seems, even if DebugOutput is disabled.

This affects emails sent by ez-publish and triggers the issue in #011668

I thout Issue 010708 would give a turn-around, but that seemed to change in 4.1

Debug=enabled should be transfered tgo TemplateDebug in the [DebugSettings] section and treated according the rules of DebugOutput and DebugByUser
