Some of the design tab parts are not maintained and used by others then new users that hasn't experienced how fragile these futures are yet. So this task is centered around hiding them by default.

"Look and Feel" and "Menu management" will need to be moved to setup tab since these are used by webin / flow, also move "Toolbar management" as it is used by plain package.
