When the ezwebin packages are imported at setup time, some of their design elements are kept inside var/storage/packages, and directly linked from there into the pagelayout (css files, loaded via design.ini).

But the var/storage/packages dir is not imported into the cluster database by the current clustrerize.php script.

When clusterizing such a site, some design is thus lost.

Fix 1: import into cluster db those files
Fix 2 (better): do not allow design packages to ever install stuff outside of edsign/ or extension/xxx/design
(this is much better as in the current doc nowhere it states browser access to var/storage/packages is needed...)
