tag methods in phpdoc with caching, access-perm-checking metadata

    Description

      currently methods that execute changes to the db are tagged. The tag is 'should be wrapped in a transaction', which is imho not the best wording for it, but it is a first step.

      To avoid snafus, and help refactoring and building a clean architecture, more info should be added via custom phpdoc tags.

      The first ones that come to my mind are:

      • methods that do cache data internally should be tagged as such
      • methods that do some form of access-permission-check internally should be tagged as such
