When creating a new user in the admin2 -> user accounts tab, its possible to leave the password field blank.
The created user can't enter the site.

Steps to reproduce

1 . Enter admin2 interface;
2 . Click on the user accounts tab;
3 . Click on one of the groups (" Ex:Administrator users");
4. Click on the Create New button;
5. Select user;
6a. Fill all the data form the user creation form, leaving the password field blank;
6b. Fill all the data form the user creation form, leaving the password field blank, and add a password to confirm password field;
7. Click send for publish button
