In some situations, a fully automated FIFO based publishing queue can have nasty side effects. For instance, an import process of hundred of items could completely block the queue for several minutes and prevent editors from publishing content.

Due to time & quality constraints so close from a release, a simple hook based system that at least opens up the system for some kind of priority handling must be implemented.
