If, for some reason, the ezcontentlanguage_cache.php is empty, it is not regenerated by using trying to clean the cache using ezcache. Only by deleting the row with file from the ezdfsfile table, the cache generates it again.

Steps to reproduce

Create an empty ezcontentlanguage_cache.php.
Run ezcache to clean all the cache.
The file is unchanged
