[PAPI] Missing in ObjectStateService load by identifier

    Description

      Same point as the UserGroups

      Since the ObjectStateGroups must have a unique identifier, and same happens to inner object states,
      so there should be available:

      ObjectStateService::loadObjectStateGroupByIdentifier( $identifier )
ObjectStateService::loadObjectStateByIdentifier( $identifier, ObjectStateGroup $parentObjectStateGroup )
