Compared to v1, there is no possibility to select Locations or "Subtree of location" in configuration of Limitation for Policies.

Steps to reproduce:
1. Go to Admin -> Roles
2. Create new Role
3. Add new Policy (Content / Read)
4. Click "Create"
5. Edit that policy

Result:
The "Location" and "Subtree of Location" edit fields are missing - they were present in v1.
