Steps:

1. Go to Admin/Users/Administrator users/Administrator User
2. Click Locations tab
3. Click Select content item in Location Content Swap section
4. Navigate in UDW to Anonymous user

Actual result:

It is impossible to swap locations of two user - anonymous user is inactive. It is possible to swap location of user and user group, but only when you want to swap location from the user. If you go to Locations tab from user group and want to swap location, you cannot select any user.

Expected result:

It should be allowed to swap location with other user or totally blocked for users.
