Anchor icon is displayed even if anchor is not saved.

Steps:

1. Click in RTE
2. Type some text
3. Click anchor icon
4. Type name and save
5. Press Enter button
6. Type some text in created paragraph
7. Save content
8. Edit content

Actual result:
Anchor icon is displayed next to second paragraph even if anchor is not saved there.

Expected result:
Icon should be displayed only if anchor is saved.
