Steps:

1. Create new user in Editor's group
2. Log in as a user from step 1
3. Go to Content/Content structure

Actual result:

User gets an error: User does not have access to 'read' 'content' with: locationId '1'

Expected result:

User should be able to go to Content structure. It was working fine till v2.5. For v2.4 works OK.
