User is allowed to discard changes even without remove policy

    Description

      It is possible to user doesn't have Content/Remove or Content/Versionremove policies it is possible in edit mode to click Discard changes and it works without error. According to https://jira.ez.no/browse/EZP-29510 Content/Versionremove should be necessary to do this operation.
