The section filter in the approval system does not work. If section is set to "All sections", approval works properly, but if a specific section is chosen, the system will approve every item automatically.

1. Create a workflow with an approval event (ezapprove).
2. Filter by a section (e. g. Users).
3. Create a trigger on publish/before.
4. Register from the user site using /user/register.
5. The new user is automatically approved.
