permission problem.

when you want to answer / use the forum.

Steps to reproduce

Ex:
index.php/eng/community/forums/general/php_safe_mode_and_htaccess

Even if you're logged in with a guest account, you'll get a message:

"You need to be logged in to get access to the forums. You can do so here" where you have a link to the login page.

There is also nothing that says that you're actually logged in, when you follow that link and you're logged inn with the guest account user.

If you log in with an administrator user, everything is ok.
