Steps:

1. Go to Content/Content Types.
2. Create new CT.
3. Add expandingpage field definition.
4. Expand Select block->eCommerce/default.
5. Click Unselect all button.

Result: Block are still selected. 
Remark: Happens when creating a new CT, for editing works fine.
