Sidebar in Content Edit view was updated with more advanced Anchor menu that lets you display Meta tab as well as fully customize it. It was introduced to let specific FieldTypes to be displayed separate from the main form.

It looks like it was only added to Content Edit view and other views based on editing underlying content still display old anchor menu. Affected menus are: Content Create ("no draft", when autosave is disabled), User Create/Edit, Product Create/Edit.

Selection_778.png is correct (it has top menu with Content/Meta tabs), the rest have "Metadata" in bottom list.
