Precondition: Stripe payment gateway configured

Steps:

1. Create order for 0,10 USD/ 1 000 000 000 USD
2. Go to checkout.
3. Select stripe payment method.
4. Pay.
5. Go to payment details.

Result: Payment status is failed.
The minimum amount for processing a transaction through Stripe in USD is $0.50 and the maximum amount for a single charge is $999,999.99. 
Expected result: Stripe payment method should not be visible on list for very small and large order values or user should be notify why payment is failed
